Regulatory and Licensing Lead (Nuclear Project)

We're looking for an experienced Regulatory and Licensing Lead to join our nuclear project team in Abu Dhabi, United Arab Emirates. In this pivotal role, you will serve as the primary point of contact for all regulatory and licensing matters, ensuring our organization maintains full compliance with UAE nuclear regulations and international standards. You will lead the development and implementation of regulatory strategies, manage licensing processes, and coordinate with the Federal Authority for Nuclear Regulation (FANR) and other stakeholders to support the successful execution of our nuclear project.

• Develop and execute comprehensive regulatory and licensing strategies aligned with UAE nuclear regulatory requirements and IAEA standards
• Manage all aspects of the licensing process, including application preparation, documentation, and communication with regulatory authorities
• Analyze and interpret complex regulatory frameworks, ensuring organizational compliance with all applicable laws and guidelines
• Coordinate with internal teams and external stakeholders to identify regulatory requirements and implement necessary controls
• Prepare detailed regulatory reports, compliance documentation, and licensing submissions with meticulous attention to accuracy and completeness
• Conduct regulatory risk assessments and develop mitigation strategies to address potential compliance gaps
• Monitor changes in nuclear regulations and industry standards, providing timely updates and recommendations to leadership
• Lead regulatory audits and inspections, serving as the primary liaison with FANR and other regulatory bodies
• Maintain organized records of all regulatory correspondence, licenses, permits, and compliance documentation
• Provide expert guidance on regulatory matters to project teams and support decision-making processes
• Establish and maintain relationships with regulatory agencies and industry organizations to stay informed of regulatory developments

• Minimum 12 years of experience in nuclear regulatory affairs, licensing, or compliance management
• Demonstrated expertise in nuclear industry regulations and international nuclear safety standards (IAEA)
• Strong knowledge of UAE and GCC nuclear regulatory frameworks and licensing processes
• Proven ability to manage complex regulatory submissions and licensing applications
• Excellent analytical and problem-solving skills with meticulous attention to detail
• Advanced technical writing and documentation skills
• Experience coordinating with regulatory authorities and managing stakeholder relationships
• Proficiency in project management and ability to manage multiple regulatory initiatives simultaneously
• Strong organizational skills and ability to maintain comprehensive regulatory records and documentation
• Knowledge of risk assessment methodologies and regulatory compliance frameworks
• Excellent communication skills, both written and verbal, in English
• Preferred: Experience with IAEA missions, regulatory audits, or nuclear facility licensing
• Preferred: Previous experience working on nuclear projects in the Middle East or similar regulated environments
• Preferred: Familiarity with nuclear safety culture and operational excellence principles
