About The Role

Nscale is seeking a Construction Security Senior Program Manager to lead Nscale's Kvandal campus located in Narvik, Norway. This is a site-based leadership role, not a remote or corporate position. The successful candidate will serve as Nscale's primary security representative at the project site, working closely with the General Contractor (GC), construction management, Nscale's Data Center Infrastructure and Design teams, security integrators, security vendors, and local stakeholders.

The role has two primary responsibilities: representing Nscale's security interests throughout construction — working with the GC to ensure appropriate site security, access control, contractor management, incident response, and security procedures are implemented and maintained — and partnering with Nscale's Security Design & Technology team, DCI, the Engineer of Record, and the security integrator to ensure physical security systems are properly designed, coordinated, installed, tested, commissioned, and delivered in accordance with Nscale and customer requirements.

The position will also help establish the security foundation for the transition from construction to operational data center security.

What You'll Be Doing

Construction Security:

• Serve as Nscale's primary security representative on the Kvandal construction site
• Partner with the GC, construction management, and security contractors on day-to-day site security
• Monitor implementation of Nscale security requirements and identify gaps or emerging risks
• Oversee construction access control, badging, visitor management, contractor access, and credentialing processes
• Ensure appropriate controls are in place for personnel, vehicles, materials, and equipment entering and leaving the site
• Review and provide input on site security plans, staffing, perimeter controls, gates, lighting, surveillance, access control, and temporary security measures
• Coordinate security requirements with construction phasing and changing site conditions
• Support security incident reporting, escalation, investigation, and corrective actions
• Maintain a strong security presence and ensure concerns are identified and addressed before they become operational issues
• Coordinate with Nscale Security leadership on significant incidents, threats, deficiencies, and emerging risks

Security Technology & Design Coordination:

• Act as the site-level security liaison to Nscale's Security Design & Technology organization
• Coordinate with DCI, the Engineer of Record, GC, electrical/design teams, and the security integrator on physical security systems
• Track delivery of cameras, access control, biometrics, intrusion detection, intercoms, security networks, and other security technology
• Ensure security technology installation aligns with approved designs, Nscale standards, and customer requirements
• Participate in design reviews, construction coordination meetings, system testing, commissioning, and acceptance activities
• Identify design or installation issues early and drive resolution with the appropriate stakeholders
• Support security system commissioning and operational readiness activities
• Maintain visibility into security technology schedule, dependencies, risks, and outstanding deficiencies

Stakeholder & Local Security Coordination:

• Develop effective working relationships with local law enforcement, emergency services, and relevant government and community stakeholders as directed by Nscale Security leadership
• Coordinate with Corporate Security, Safety, Legal, Risk, and other Nscale functions where responsibilities overlap
• Support the security implications of construction activity, public visibility, community concerns, protests, unauthorized surveillance, trespassing, or other activity affecting the site
• Ensure appropriate escalation paths exist for security and safety incidents involving the campus
• Coordinate with Nscale leadership on significant local security developments

Program Governance & Reporting:

• Maintain a construction security risk register and track mitigation actions
• Provide regular security status updates, including risks, incidents, deficiencies, staffing, technology deployment, and upcoming construction activities
• Participate in project meetings where security requirements or risks are relevant
• Track security-related project milestones and dependencies
• Conduct or coordinate periodic security assessments of the construction site
• Ensure security documentation, procedures, and records are maintained throughout the project

Transition to Operations:

• Transition construction security responsibilities into the operational security program
• Establish operational procedures, post orders, access control processes, and security escalation protocols
• Validate security technology readiness and operational acceptance
• Support hiring, onboarding, and training of the operational security team
• Participate in security commissioning, readiness reviews, and customer/site turnover activities
• Identify and close remaining security gaps before operational handover

About You

About You (Skills / Qualifications)

Qualifications:

• 7+ years of experience in physical security, data center security, construction security, critical infrastructure security, or a related field
• Experience managing security programs at large-scale construction or critical infrastructure projects
• Experience working directly with general contractors, construction managers, security integrators, and engineering/design organizations
• Strong understanding of physical security systems, including CCTV, access control, biometrics, intrusion detection, perimeter security, and security communications
• Experience developing or implementing security procedures, standards, and risk mitigation measures
• Strong project and program management skills
• Excellent written and verbal communication skills
• Ability to operate effectively in a fast-moving construction environment with multiple stakeholders and competing priorities
• Ability to identify security risks independently and drive issues to resolution
• Strong judgment and discretion when handling sensitive security information

Nice to Have:

• Experience with hyperscale data centers, AI/GPU data centers, power generation facilities, substations, or other critical infrastructure
• Experience supporting data center construction from design through commissioning and operational turnover
• Experience with Genetec or comparable physical security platforms
• Experience managing security technology deployments and commissioning
• Experience working with law enforcement, emergency management, fire services, and local government
• ASIS certifications such as CPP, PSP, or equivalent professional credentials
• Experience developing construction security programs for high-security or mission-critical facilities
