Role

We're looking for a Head of Government Growth to take Aslan from proven capability to durable, programmed funding across the DoD and DHS. This is the seat that turns operational traction into validated requirements, execution-year dollars, and recurring lines in the out-years. Chances are if you're still reading, it's because you've spent years inside the machinery as a government practitioner, either on the requirements side or the program side, and you know it in your bones: how a capability becomes a validated requirement, how a requirement becomes programmed money, how programmed money becomes a recurring line in the out-years.

Ideally you've run some version of this yourself, more than once, and then you carried that fluency into industry. You know which account the money hides in, which office owns the requirement, which milestone can be tailored and compressed, and which document has to be flawless before it reaches a review board. You hold the whole board in your head and you see the moves before anyone else does.

You'll own Aslan's transition strategy end to end, designing the initial insertions and operational fieldings that manufacture a referenceable operational record, then engineering that record into validated requirements, near-term execution dollars, and durable programmed funding. You'll build the artifact chain and make it unassailable at every gate, working the requirements process, the program office, and the resourcing shop as one continuous campaign. Where the money is scattered and the pathway isn't obvious, you find it. No stone unturned.

Responsibilities

  • Drive operational results into validated requirements through the appropriate requirements and resourcing processes

  • Identify and sequence the funding mechanics for each effort — execution-year money and reprogramming to stand up and expand pilots, unfunded-requirement placement to signal demand above the request, and the programming actions that turn one-time money into a recurring line

  • Build and own the full artifact chain: programming inputs (POM/IPL and equivalents), unfunded-requirement justifications, reprogramming packages, requirement documentation, and out-year/FYDP inclusion

  • Map the decision terrain and engage the specific offices and people across programs, commands, and department components who validate requirements and control funding

  • Select and exploit the acquisition pathways and transition authorities that lawfully compress the timeline — rapid-fielding and prototype pathways, OTAs, CRADAs, and urgent-need mechanisms

  • Use congressional touchpoints where they reinforce the internal programming case, sequenced to the mark calendar

  • Translate all of it into a single dated transition roadmap and serve as the company's internal authority on resourcing and acquisition mechanics

Who You Are

You've done one or more of the following:

  • Program office (PEO/PAE) experience owning acquisition milestones and funding lines, ideally in a software, intelligence, or special-programs portfolio

  • Combatant command J8 or requirements/resourcing staff with direct requirement-validation and programming responsibility, particularly in the counter-narcotics or counter-transnational-threat portfolios or special-operations requirements

  • OSD or defense-wide resourcing with direct PPBE/POM responsibility, ideally an SO/LIC counter-narcotics branch, DASD(CN&SP) staff, or CAPE alumni over a counter-narcotics, homeland defense, special programs, or SOF portfolio

  • DHS component program or requirements lead who has taken a validated requirement (MNS/CDD through JRC/DMAG) through the acquisition lifecycle to a funded, sustained line, more than once, inside HSI, CBP, or a PARM-overseen program

What You Bring

Direct, hands-on experience taking a capability from early need to a sustained, funded line inside the DoD or DHS resourcing and acquisition process, ideally on both the government and industry sides, ideally with:

  • Instinctive, granular command of PPBE and programming, UPL/UFR, and execution-year (including below-threshold) reprogramming mechanics

  • Familiarity with the specific accounts and pathways where non-traditional, human-network and intelligence capabilities are funded, including defense-wide counter-narcotics accounts, special-operations programs, DHS component and investigative funding

  • A demonstrated record of compressing timelines through legitimate, non-standard pathways and authorities

  • Time inside government followed by time in a prime or defense tech company's defense or national security practice

  • Active or recent S, TS, or TS/SCI

Bonus Points

  • Deep, active relationships across counter-narcotics, SOF, homeland-defense, or special-programs portfolios, and with Defense and Homeland Security appropriations subcommittee staff

  • Direct experience with the DHS CFO resourcing machinery (RAP/RAD, PA&E, FYHSP)

  • Familiarity programming intelligence-flagged capabilities through the MIP or MFP-11

  • GS-14/15 or equivalent
